I'm trying to get a grip on this... is this saying that the electronic kit is actually rigged with a predetermined election result? That is, prior to *any* votes actually being processed thru the machine at all?

Frankly, I'm amazed that any electorate puts up with machine counts at all - the whole system is open to abuse.
