Whos idea was it to have a paranoid music channel where they decide what you can put on your playlist.

I agree, but Napster encouraged file sharing, i.e. ripping CDs and sharing the copies.
Since then, there are plenty of sites (Dizzler, ProjectPlaylist, etc) which allow you to put links to your own (or other pplz) music in a playlist, without actually hosting or distributing a copy of the music.
LV has missed a big opportunity here.

Considering what happened to Napster and other sites that tried to do some form of music sharing (even simply indexing music out there), LV is probably making a wise business decision.

You can still sneak music into your videos.
